Chelan County Considering Regulation of Vacation Rentals in Manson

The Chelan County Commission is considering regulation of vacation rentals within the Manson SubArea.  The process being discussed is to require an annual permit.  An annual permit would have to be renewed each year and any conditions of the permit would be reviewed each time the permit is renewed.  Depending on how this works, I would not be surprised to see the county look at this in other areas in the future.

From Chelan County:

The Chelan County Commissioners and Staff are considering regulating the vacation rentals, within the Manson UGA (only), with an Annual Permit administered through Community Development. The permit would be require an annual renewal; no fee has been determined at this point. The criteria for a vacation rental has not been changed from the draft materials. It is summarized below. You are invited to provide comment on the Annual Permit. Comments should be received prior to the December 21, 2009 2pm Hearing. Please contact myself or Graham Simon with comments and questions. 

  1. Vacation Rentals. Vacation rentals, any unit being rented for less than 30 consecutive days, shall be permitted as identified in section 11.23.030. Existing non-conforming vacation rentals shall have eighteen months from the time of adoption of this code to apply the following standards. All vacation rental shall receive an Annual Permit documenting conformance or agreement to conform to the following provisions:
    1. Vacation rentals shall obtain a change of use permit to address the fire and life safety issues associated with vacation rentals;
    2. Vacation rentals shall maintain the character of the surrounding neighborhood by:

                              i.                Providing year around solid waste receptacles and pick up service. Trash cans, on the right-of-way, should be removed within 24 hours of pickup;

                             ii.                Provide at least one off-street parking space, outside of the required setbacks for each rented bedroom. Where off-street parking requirements cannot be meet the number of rented bedrooms shall be limited; and,

                            iii.                Noise emanating from any use shall be muffled so as to not become objectionable due to intermittent beat, frequency or shrillness. The sound measured at the lot line shall not exceed fifty (50) decibels between the hours of ten (10)  p.m. and seven (7) a.m.

  1. Vacation rentals shall provide a contact person 24 hours a day seven (7) days a week. Contact information shall be provided to the neighboring properties, the Manson Community Council, Fire Chief, and the Sheriff.
